I purchased this about 15 years ago from a store in Okinawa that sells US military surplus items.
There is a tag on the back with the specific purpose and manufacturer, so I believe it is likely unused US military equipment, but I cannot guarantee it.

The manufacturer appears to be "SPECIALTY PLASTIC PRODUCTS OF PA., INC." of Pennsylvania.
Recent models of the same type are often made in Vietnam, so the US-made version may be rare.

Please check the photos carefully and only purchase if you are satisfied.
